Currently, when a manager submits a hiring request, a notification is sent to all approvers simultaneously, even with a cascading validation system. It would be better to send notifications in the order in which they were approved to avoid confusion, or to send a new notification when each approver needs to intervene.

Now a notification is sent for:
- Email to warn that there is a new application for recruitment authorization
- Email to notify the next collaborator to validate the DAR if necessary (for the cascade type of approval)
